Vital Links and Public Access

The eCommons/Agora and its partners in the byDesign eLab and LJ&A are delighted to announce that we have launched an onlne version of the book Vital Links for a Knowledge Culture: Public access to new information and communications technologies (2001, edited by Liss Jeffrey, Strasbourg: Council of Europe). This interactive publishing and deliberative democracy project is designed to stimulate debate and formulation of policy proposals for the World Summit on the Information Society coordinated by the International Telecommunications Union in Geneva December 2003, and to be resumed in Tunis in November 2004.
